Why would someone claim 3rd party? Aren't they usually sided with themselves and just as bad as scum?

Depends. If they are something like a Serial Killer than it's entirely based upon who they kill. If it's Survivor, mostly pointless. Cult needs to be killed immediately. Same goes for the Inquisitor. For Jester you just need to find him.
