Note, there's no condemnation here, I'm just interested and perplexed.
in a pub situation you'd be right. i'm not condoning not completing the objective, i'm condoning waiting as late as you want (within reason) to do so. on a bomb map, it usually takes 20-30 seconds to get to a bombsite and plant the bomb, assuming minimal interference. so as long as you have about that much time left, you're fine to camp.

the "camping" rule for wcs is somewhat poorly stated. it directly states The objective must be respected and completed. camping is not allowed.
, but really the 2nd part has been disregarded in practice, because of how it can somewhat conflict with the first part. as long as the objective is attempted with reasonable time left to complete it, camping is allowed. camping beyond that point is not allowed.
