I checked it out cause I was playing on that round, I made a video also but never posted it cause honestly he isn't hacking.

A good player always aims at headshot level and obviously where you expect people to be.

13000 - joins
19000 - spawns
20000 - pausing and unpausing creates 2 different view points (watching at 9.6% speed)
20113 - can clearly see them if you pause it AT THIS TICK, but other than that normal speed you don't see it clearly
20138 - shoots... guy off to his right dies (wat?)
20200 - meh from the next 2 headshots
22000 - acknowledges that he did just kill 3 people with consecutive bullets
25000 - left, proll went to go play somethin else or had somethin else to do.
Idk, demo lagging? I'm basically able to recreate what his video shows except able to see something weird with demo at a slow ass speed too... Could be just me though -shrug-.

will take a look later.... first shot is the real wtf moment we saw on the youtube link... second is meh, third is a lesser "wait what?" recoil shot...

Those shots are crazy. But I'd say no hacks. Even if, it wouldn't have been enough evidence. He's only in there for those 3 kills.
Inconclusive. You really can't base it off of one tick. First shot is the real HUH?! one. The other two are meh.

Second shot, dead on.
Third shot, not even aiming at his head,unexplainably dies.
As a legitimate player, the third shot honestly doesn't look legit as I wasn't ever quite aiming at his head when the trigger was pulled.

The third shot is recoil from the second one.

First shot was definitely WTF??!! but I can see that he was obviously aiming where enemies would show up, esp on crackhouse, where its obvious as to where ppl are going to rush or camp; second was dead on and third shot are recoil HS. I say no hacks, some skills and some luck involved and voila, there you go, HeadShots.
Just my 2˘, if it matters. If you still think that player hacks plz provide more proof.

I voted no hacks.
As you see in the demo and the video, he's strafing both times when he kills the players that he's not aiming at which causes the bullet to hit to the side of the crosshair.
