If that's the case I don't want to call them out on it because they are some of the nicer admins and I've only ever seen it employed to make games fair that simply aren't otherwise. But in terms of who the rule is to be fair towards, here is a recent post from Zero on the topic:

I'm definitely not great at zmod - pretty sure my KDR is still under 1.00 - but I know even the really well-built cades can be broken so it's certainly not about fairness to incompetent zombies - but 12 people under the stage on tx_highschool is just absurd when there's not so much as a single newb poking their head out ready to be tagged - if the hole were open then sure, it would be fair because there would still be a chance for the zombies, but with a box lodged in the hole it is not coming out so the only opening is a crouch spot in the corner. If I'm wrong on this I certainly won't try to stop it if I see it again though.
