Actually it is over, I use without a spool daily and can assure you it is over even without one.

Using under is for sophisticated individuals. I can most assuredly say that it is under when not using a spool! Otherwise the roll simply rolls out of your hand. Its all about expediting your time in the restroom and the fastest, most effective way to get the job done is with under.

It can not roll out of your hand b/c you put your finger in it, or does no one know how to finger a tube? Put fingers in hole and pull to extract paper at high speeds. There is to much friction holding it in your hand it can not spin fast enough and is thus ineffective.
