Player awareness of the rules needs to be improved. I have seen several servers (not just zm) where the rules are right in the motd, or accessible by !rules or some similar command. If we implemented this into our server it would bring the actual rules, not the basic ones, into the game for all to see without it being spammed by the admins. This would (hopefully) enlighten some of the more retard players to reason their friends are being punished and help them to prevent it happening to them.
I would like to say, I'm very proud that you have started to contribute useful information, thank you. Indeed, the big issue is there is no communication between servers and forums. There are a few dedicated regulars and the admins/ULA/Clan, but more than half of the server population is not represented on the forums.
We shouldn't force players to join the community, but could advertising the forum community on the servers help increase participation on forums? Blackout makes a good point as well, that we don't clearly layout the rules for players on the servers. Since not all players need to be involved in the community, shouldn't we make rules pertaining to the server more easily accessible in game?
This is not only to get the word out to the few players that see the forums, but also to generate ideas on how to truly give players more awareness.

6) Use the votekick/voteban system when needed.
I've seen it done before, it's not entirely impossible to get enough votes. Usually if a vote comes up to kick them, people will bat an eye and ask why and then you tell them to see the rules. And if they continue its a good verification that there trolls or don't care.
It's only my opinion, to each their own.
